The City has a much more vigorous checks and balances system in place, with a multitude of avenues for accountability, such as the Office of the Mayor, Administration, Councilmembers, and City Staff, which includes Financial Services, Procurement, and Human Resources. As a General Purpose Government the City abides by local, state, and federal governance and reporting standards.

PAID is classified as an Independent Special District created by the State of Florida through a Special Act. PAID files two self-reporting financial statements on a yearly basis to the State of Florida. Aside from that they are expected to govern themselves with no direct oversight. The State of Florida has limited oversight authority over PAID. Broward County and the City of Plantation have NO oversight authority over PAID as an Independent Special District.
